Building permits in Andalusia: which one you need and how long it takes

Which works need only a responsible declaration?

Minor works that touch neither structure, façade nor substantial layout: painting, new floors, bathroom or kitchen refits without moving walls, window replacement within existing openings. You file and start — no waiting for a resolution.

When is a major-works licence required?

When works affect structure or façade, add volume or change use: it requires a design by a qualified technician, and resolution takes 2–8 months depending on the town hall.

In protected historic centres a heritage report is added. Starting without a licence risks stoppage and fines that always exceed the fees. Our architects prepare and defend the full file.

What does the permit cost?

The construction tax (ICIO), around 4 % of the works budget, plus a municipal fee; many Andalusian towns rebate ICIO for retrofit and energy works. Those rebates must be requested explicitly — we do it together with the grant applications.
